Four safety tiers are defined (standard, enhanced_privacy, hazardous_technical, restricted_metadata_only) with the governing principles that a capability manual must not be assembled from individually public records, that official release does not eliminate risk, and that a name in an intelligence or law-enforcement file is not proof of guilt, affiliation, reliability or agency employment. The department holds that FOIA release and declassification are not synonyms, separating formal declassification, FOIA, mandatory declassification review, systematic review, statutory special collections and never-classified archival-open material, and rules that the system must never silently move from source-asserted truth to research conclusion.research/declassified-government-records/catalog-contract.md
